JOB POSITION: HEALTH, SAFETY & ENVIRONMENTAL OFFICER
Raubex Infra is a Bloemfontein based subsidiary of the Raubex Group. We are a construction company operating in the public and private sectors where our services include Renewable Energy and Electrical Infrastructure, Roads and Bulk Earthworks, Civil and General Infrastructure, Telecommunications, Special Projects and Asbestos Contracting.
Currently an opportunity exists within our company for a site-based Health, Safety & Environmental Officer (HSE Officer). Whilst reporting directly to the projects Construction Manager the HSE Officer shall implement the Raubex Management System as per the requirements of the projects.
Candidate for this position is to have sound computational and technical skills and be able to apply them on site in a practical manner to ensure production complies with quality requirements.

SAMTRAC/ NEBOSH Certificate and or Diploma / National Health and Safety Management Diploma / Other relevant industry related qualifications
Traffic Management – Valid TSO
ISO Training
Registered with SACPCMP as a Health and Safety Officer
5 Years’ experience in construction and or mining industry
Must be computer literate, with skills in Word, Power point, One-drive and Excel.
Excellent written and interpersonal skills and the ability to challenge constructively.
A relevant professional qualification with at least 5 years HSE onsite experience.
The ability to plan, prioritize and coordinate with project management teams.
Knowledge of Health and Safety Regulations and industry standards, effective health and safety management strategies and best practice.
Evidence of continued professional and personal development.
Direct experience working with roads, civil, electrical, mechanical and any other built infrastructure.
Sound knowledge of applicable compliance obligations as per Raubex Infra’s scope of works.
Ability to work independently, efficiently and able to meet and set deadlines.
Ability to learn quickly and apply knowledge to a wide range of projects.
Ability to communicate applicable compliance obligation requirements comprehensively and clearly
Collaboration with the project team to ensure projects are completed according to the specified quality compliance obligations.
Must strive for a zero accident and incident rate.
Ability to critically analyse and interpret leading, lagging indicators and their root causes.
Fortitude to escalate noted deviations beyond their control or level of influence.

JOB SPECIFICATION
Ensure the company’s Health and Safety Policy is implemented.
Make recommendations with regards to emerging Health, Safety, Welfare and industry codes of practice and appropriate actions to mitigate the impact and likelihood of health and safety risks.
Promote of a safety culture and awareness across the organization.
Identify the training needs of employees.
Implement and maintain the site Raubex HSE Management System.
Ensure adherence to compliance obligations, applicable HSE standards and customer requirements.
Ensure all new employees attend the project and Raubex HSE Inductions.
Ensure that all legal appointment letters of competent persons are documented and kept on file for audits and inspections.
Ensure that appointed persons understand their legal duties related to the appointment letters held.
Ensure appropriate and effective measures are in place regarding Emergency Preparedness and emergency events and scenarios.
Lead and guide Incident and Accident Investigations to determine circumstances and causes of accidents and take necessary steps to prevent a recurrence.
Ensure the availability of legitimate safety equipment.
Co-ordinate with onsite staff to ensure company conformance to compliance obligations.
Co-ordinate schedules with onsite staff and SHEQ management in a structured and documented manner.
Develop and maintain site documentation specific to the context of each project and ensure developed documents accurately reflect the works on site.
Coordinate and compile project Risk Assessments and Method Statement in conjunction with the relevant project team members:
HSE Officers, with their Risk / Aspect Assessment Team (Construction Manager, Supervisor’s and any other relevant parties with knowledge of a task), will be required to produce task specific risk / aspect assessments prior to commencing with the specific work on the project.
Assessments will cover all specific tasks and activities to be performed.
Generic risk / aspect assessments will not be accepted.
All tasks performed will be assessed accordingly.
Ensure Risk / Aspect Assessment are compiled and conducted by Supervisors for all specific tasks and activities to be performed and discussed with the workforce daily, prior to the commencement of tasks or activities.
Risk / Aspect assessments will be reviewed on a regular frequency and/or after any incident or “High” severity potential.
Ensure the on-boarding and vetting of new subcontractors and suppliers as per applicable compliance obligations.
Evaluate sub-contractor compliance and suppliers on site with regards to the Raubex Management Systemand client requirements.
Physically verify the compliance of works on sites through formal inspection reports.
Issue Corrective Action Requests (CAR’s) and Non-Conformance Reports (NCR’s) in conformance with the Raubex Management System and its IES where deviations from requirements are noted.
Coordinate the close outs of CAR’s and NCR’s and its effectiveness.
Compile and coordinate, closes out and deliver consolidated Health and Safety data packs.
Verify the uploading and archiving regarding SHEQ project records is as per the requirements of the Raubex Management System.
Ensure that the project management team is made aware of any serious HSE shortcomings and leading indicators that may impact the project.
Monitor and inspect site activities daily and advise management on any deviations noted for their immediate actions and the rectification thereof.
Compile reports relating to findings of audits, ensuring that top management are aware of any serious shortcomings or lack of resources.
Compile and submit project monthly HSE statistical analysis reports.
Encourage the participation of personnel on your respective sites in health, safety and environmental awareness promotion programs / incentive programs.
Co-ordinate daily/weekly HSE talks with their respective work crews. Supply talk topics when required and ensure that required documentation is completed and filed.
Attend onsite meetings where required, where the outcome of meetings may affect the Raubex Management System.
Where relevant and applicable, participate in the annual Raubex Management System review, for continual improvement and evolution.
Any other instruction issued relevant to the post and its responsibilities.
